Planning Permission for a change of use from a Drive-Through Car Wash to a Drive-Through Coffee Kiosk at the former "Car Wash" Site, Ardkeen Shopping Centre, Dunmore Road, Waterford. The application seeks to construct a modest, timber clad kiosk unit from which to serve take away coffee with way-finding totem and signage, together with the removal of all remaining former car wash infrastructure and equipment. The existing drive-through arrangements, long established by the former car wash use, will be repurposed as indicated on the drawings with no proposed changes to traffic flow or existing vehicular entrance and exit to the site. The application includes modest landscaping of the site's boundary edges, comprising the removal of the existing wall and glazed car wash screen and replacement with a visually permeable low level timber fin fence with associated upgrades to surface finishes and planting. Staff use of the existing commercial toilet/welfare provisions is highlighted on the drawings. The proposal includes all necessary external site works.
